Can You File with the VCF Outside of New York?

Absolutely, the VCF allows eligible individuals to file a claim from whatever state they currently reside. Relocating to another state doesn’t impact your ability to file for compensation for economic and non-economic losses, including lost income, medical expenses, and pain and suffering. The key eligibility requirements remain the same, including:

Proof of Presence in the Exposure Zone: You must demonstrate that you were present at one of the attack sites, in the New York City Exposure Zone any time between September 11, 2001 and May 30, 2002. The NYC Exposure Zone is defined as the area in Manhattan south of the line that runs along Canal Street and, for responders, any area along the routes of debris removal, such as barges and Fresh Kills landfill. Documentation can include employment records, school records, or Witness Presence Statements.
Certified 9/11-Related Health Condition: Your illness must be certified as a 9/11-related health condition by the WTCHP or a qualified healthcare provider. Families of deceased individuals may also be eligible to file a wrongful death claim if the deceased individual was present in the 9/11 Crash Site Area and has since died of any cancer or breathing or digestive condition.
Deadlines: Individuals must meet certain deadlines for registering with the VCF, for submitting a claim, and for certifying their condition with the WTCHP.

The VCF Filing Process Outside of the Tri-State Area

Filing a VCF claim from outside the Tri-State Area follows the same steps as filing from within New York.
