The Impact of 9/11 on Staten Island's Residents
Staten Island faced a great deal of profound loss in the aftermath of the 9/11 attacks. Many Staten Island residents were among the first responders, worked in the Twin Towers or other WTC buildings, or otherwise worked in the downtown 9/11 Exposure Zone breathing the toxic air during the many months after the attacks.
Tragically, there were 274 Staten Island residents killed in the attacks. In the months and years following the attacks, the impact reverberated as Staten Island survivors developed 9/11-related cancers and other health conditions due to their exposure to the toxic dust and debris created in the collapse of the WTC, or the subsequent cleanup efforts, including debris removed to the Staten Island Fresh Kills Landfill. Over two decades later, 9/11 remains an essential piece of the historical record of Staten Island.
The 9/11 Victim Compensation Fund
The 9/11 Victim Compensation Fund (VCF) was established by the James Zadroga 9/11 Health and Compensation Act of 2010 (Zadroga Act) to provide financial support to the victims and families of the September 11 attacks. For Staten Island residents who were affected by the 9/11 attacks, the VCF offers a crucial lifeline, aiding those who have suffered hardships as a result of a 9/11-related illness or loss of a loved one. The VCF provides for economic and non-economic losses – such as lost wages, lost benefits, and pain and suffering – for physical health conditions related to 9/11.
The World Trade Center Health Program
The World Trade Center Health Program (WTCHP) is another vital resource for those affected by the 9/11 attacks. Also created as part of the Zadroga Act, the WTCHP offers no-cost medical monitoring and treatment for both physical and mental health conditions related to 9/11. Staten Island residents who were exposed to the aftermath of the attacks, including the first responders and the lower Manhattan civilian workers, can benefit immensely from this program. This includes residents, students, workers, and WTC responders who were present anywhere in lower Manhattan (south of Canal Street) on 9/11 or in the weeks and months following the attacks, as well as WTC responders who worked at locations along the route of debris removal, such as barge loading piers and the Staten Island Fresh Kills Landfill.
Staten Island's 9/11 Postcards Memorial
Staten Island was one of the hardest hit communities on 9/11, and to honor the individual lives lost, a 9/11 memorial was created. Titled “Postcards,” the memorial is a deeply personal space where the memories of the borough's lost loved ones are enshrined. Borough President James Molinaro allocated over $2 million in capital funding for its establishment, and Mayor Mike Bloomberg allocated $300,000 in capital funds for the memorial.
The 9/11 Postcards Memorial consists of two 50-foot-high sculptures by artist Masayuki Sono that resemble outstretched wings. On these sculptures, each Staten Island 9/11 victim is honored with a 9”x11” granite, postcard-shaped plaque that bears their name, birth date, and place of work on September 11, 2001, as well as their profile in silhouette. The artist has designed the memorial so that on September 11th, each profile will be lit in turn as the sun passes through the sky. This memorial underscores the borough's connection to the tragedy and serves as a place for reflection and remembrance.
